Student Profile - Bridge/Legacy Matching Management

User Story
As a ministry user, it is helpful for troubleshooting purposes to understand if there is a match for a SIMS student to a legacy student profile. Currently there is a note placed on the profile when the initial match on creation is done, but new functionalities will link a SIMS student more directly at other times. There could be a difference in student tombstone information between SIMS and legacy, so validating the link and student profile information on it would be helpful.

Acceptance Criteria

• Under the Student Profile tab visible to Ministry users only a new section for: Legacy Match
• Section to show details of the sfas_individual that the student is associated with. (First name / last name / DOB/ SIN)
• If there is NO match, provide list of possible matches to create a manual link.
• Possible matches presented to a ministry user must meet the following:
  • Not already matched to another SIMS student; and,
  • SIN match, OR
  • Last Name (case insensitive)& Date of Birth must match
• Access to the manual should be it's own role. business-administrator
• Possible options should show first name/last name/dob/sin as it is in the sfas_individuals
• When selecting a student to match, the user should be prompted to confirm with a required note (General) and have the ministry user confirm the details of the matching legacy profile again.
• New student id should be associated and ensure legacy restrictions are updated to processed=false
