Create a new gateway location for the funding after end date exception that occurs after PIR has been completed.

Acceptance Criteria

• modify the base workflow to move the specific trigger for funding after end date exceptions to after the PIR process
• No changes to the application forms or validations
• Create a unique funding after end date tracker card
