Describe the Bug
There are two sets of study break instructions

Expected Behaviour
One set of instructions to be displayed

Actual Behaviour
Two sets of instructions are displayed

** Steps To Reproduce**
Steps to reproduce the behaviour:

Precondition:
Logged into an institution account with a program

Select "programs" in the left pane
Click "view" beside the program that you want to add an offering
Click "add offering"
Scroll down to the "study breaks" section
Note the instructions
