Edit user now: Confirmation toast message to display

As a ministry user, I want to have a confirmation toast message displayed when I edit a role/user so that I know that the information has been updated

As an institution user, I want to have a confirmation toast message displayed when I edit a role/user so that I know that the information has been updated

Additional Context

• Currently for "User" and "Read-only" roles the columns User Type and/ Role columns are not updated with Read-only.
• I have to select the "edit" link to confirm that my changes are made
• When other areas in SIMS are updated there is a confirmation toast message

Acceptance Criteria

• Add a confirmation toast message "User and/or role updated" when "Edit user now" is selected
