[protobuf-c] Build failure due to missing dependency

The build of protobuf-c has been failing since last November due to a missing dependency that Docker is unable to clone:

@guidovranken, it looks like this was originally your repository. Could you confirm whether it has been permanently removed, or if it is (or will be) available elsewhere?

They have been removed permanently, see also #12746

I think it would be okay to restart it, you could perhaps extract harnesses from a coverage report: https://storage.googleapis.com/oss-fuzz-coverage/protobuf-c/reports/20241121/linux/report.html and specifically https://storage.googleapis.com/oss-fuzz-coverage/protobuf-c/reports/20241121/linux/src/protobuf-c-fuzzers/report.html

By the way, I'm currently testing a fuzzer on random projects, and I noticed that quite a few targets are either not working, not functioning correctly or unmaintained. Is there any policy regarding these?
