E2E Debug log observer warns on file appearing

Bug Description

Entries found in the WordPress debug log: ["tail: /var/www/html/wp-content/debug.log has appeared; following end of new file",

Steps to reproduce

• None specifically

Additional Context

This only appears once per E2E run in CI where the file didn't previously exist in the environment as soon as any output is written to it (i.e. when the file is created).
