Unable to get consistent passes on tests where active eth cores run kernels. Seeing failures when eth kernels just issues noc commands to local chip as well as trying to send data to remote chips.

After a failure (mismatch/hang) and running tt-smi reset sometimes FW will fail to be initialized.
