Remove the centos base image too; it can't and wasn't being used.

We're not using it, and we don't have corresponding dockerfiles for
the node/master images so you can't actually build CentOS 7 images
anyway.
Which means we can use OVS + OVN from upstream, rather than
danw's COPR repo.
