Add vsphere provider to tests

currently there is no testing vsphere environment available for testing but we should at least be testing if the provider can be installed into capv-system namespace. => even for testing capv provider the vsphere has to be reachable because it does auth check.

more stuff needed:

• create vsphere credentials usable by CI
• deploy self-hosted runner somewhere in r&d net and adding it into project with a vsphere label
• prepare a vm template - we can use existing ubuntu with kube but I'd prefer opensuse 15.6
• modify existing pipelines or creating a new one?
