What does this PR do?

Tests for vsphere provider, capv rke2 helm template and capv rke2 tests

TODO:

  • import vsphere self hosted runner
  • create secret VSPHERE_SECRETS_JSON_BASE64 and VSPHERE_ENDPOINTS_LIST (space separated list of 3 CP IPs)
  • add support for selecting single IP from a block of IPs for CP endpoint used by kube-vip (Still waiting for the block of IPs on EIO)
